"Reverse JET" scheme proposed to encourage young to go overseas

The Japan Times reports on encouragement given to young Japanese to study and work abroad by education minister Masaharu Nakagawa, who himself studied at Georgetown University. Nakagawa said that he has been proposing sending young people overseas to teach Japanese and at the same time learn about foreign cultures. He described his policy proposal as a "Reverse JET".
